Donald Trump is an extreme authoritarian, and his idea of justice is to make it as harsh as possible so that it can have a maximal effect through deterrence of crime or even elimination (the death penalty?) against offenders.  I do not know whether he would go so far as to advocate the death penalty against theft, but in view of his contempt for 'losers' I can almost imagine it.
