Residents of the Southeast and the Mideast Regions,

The Reunification of the Southeast Bill is before the Senate. The bill transfers the state of Virginia to the Southeast Region. I'm sure that the Senate would welcome the views of citizens of both regions, especially the views of citizens of Virginia, on this legislation.

This will require a Mideast constitutional amendment with at least 2/3 of votes in favour. I doubt that will pass.

A simple majority will do under the federal Constitution, regional laws to the contrary notwithstanding.

The preamble of the Mideast Constitution reads, "We, the people of [all the states]...", which means without a regional constitutional amendment this will not be recognized by the Mideast regional government, Senate vote or no Senate vote.

That is to be done on your own time and not during this matter (when Montana was gained by the Pacific last year, it was not recognized in the preamble until the next election).

The constitution of the Mideast cannot overrule the federal Constitution, which is the Supreme Law of the Land. If a majority of Mideasterners approve (unlikely, I admit), then the consent of the region is granted.

As for me, I'm all for it, but in the end it should be up to the Virginians.

I also think that if the Southeast gets Virginia they will go for Kentucky and Oklahoma as well. You've basically all said you've want it before. You're just going at a one at a time approach.

It keeps a power balance between the region.

Besides MODU just came out against it and our Judge, Ben is from Virginia as well.

I do not know Ben's position on the matter.

But a majority of Virginians seem to support it: Senator MHS2002, A18, and Frodo to name a few.

Article IV, Section 2, Clause 3:

The consent of the Regions being changed is required.

The Constitution does not specify how this consent is given exactly, and indeed I had wanted it left to each Region to decide exactly how it gives consent. If the Mideast were to want to push it to a 2/3 majority vote, I think it would be permissible under the federal Constitution.

Between this and the talk of eliminating the Midwest Region, perhaps we need to look into re-regional-izing. Probably going to be more trouble than it's worth though.

This should be up to the residents of any state involved with a move across regions.

I should disagree: for the implication of "consent of the Region" is necessarily, the consent of the People of the Region. A Region cannot, I feel, for example, allow its Governor to grant consent.
