He ran the most competent state exchange in ObamaCare.

I like the idea of having a Democrat from a red state give the response, but Beshear is retired.  I am not sure how much this could help the Democratic party in 2018. 
Do you really think voters in almost 2 years from now will base their decisions over the choice of the Democratic response to this speech?

No but it could help raise the profile of a Democrat in a red state.  Someone like Kander if he was running for office in 2018, or Beto O'Rourke if the Democrats are serious about challenging Cruz.

Why not? It's not like every response to Obama was by a top GOPer

That's wrong. 2009 was Bobby Jindal, 2010 was Bob McDonnell, 2011 was Paul Ryan, 2012 was Mitch Daniels (remember, he was a governor finishing his term in an Bush/Obama state), 2013 was FBM Purple heart, 2014 was CMMR, 2015 was Joni Ernst, and 2016 was Nikki Haley.
