Under severe hostility between the administration and Democrats, will the Democrats just try to block everything? Or it will be passed overwhelmingly, above partisan politics?
I, as a matter of interest (since I'm a Hong Kong citizen), put it at >1% and <20%, as the hostility between Reps and Dems bubbled. Moreover, the 2016 edition is co-proposed by hardline Trump loyalist Tom Cotton (R-AR).

Any extension of democracy within China is a boon for American liberals; after all, if Donald Trump is as bad as some of us think he is, then there is no other country that I would more want to become a democracy than China.

Depending on the democrats. Indeed, many non-establishments have looked down to this bill and thought that it has a very slim chance to pass.

Given the political stalemate, I envisaged the democrats to draft a counter bill of Nationwide Human Rights and Democracy Act, which is applicable to Trump administration, rather than blocking it outright.

And...the co-proposer is Cotton...oh no...he is the top foe of Dems...Dems will be turned away before they actually go through the bill...

Maybe if he found a liberal cosponsor. Hatch and Ted Kennedy used to work on things.
