Thanks to our city total incompetence ,Portland public schools have lost 9 days of school due to snow . The first 5 was lost due to our city inability to deal with one- three inches of snow in 3 small storms . Now portland metro area school lost 4 more since our Tuesday night storm which dropped a foot of snow in Portland. Despite not snowing at all since Wednesday morning ; even today the roads in downtown Portland were icy when I went to college today. This is due to the city not using salt or not plowing it till it turned to ice .

In the winter of 1996/97 when triple the normal amount of snowfall fell across western Minnesota and eastern North Dakota and drifts buried people in their houses for days at a time, some school districts lost weeks.  Then in the spring, the storms continued and all the snow melted in short order and sent the Red River up to 9 miles beyond its banks on each side, causing catastrophic damage to cities along the river... and in the middle of that, a big rain/ice storm hit followed by a foot of snow and temperatures to 0F which froze the entire flood solid.  SOmething like 3/5 of all power poles in the region were knocked over.  Then downtown Grand Forks caught on fire and much of it burned to the ground.. and the firefighters couldn't put it out... because the flood waters under which the fire was burning blocked them from getting their trucks or equipment (which was also flooded) to it.
Sometimes unusual things happen and the system gets overwhelmed.

But we can be like Blue3/starwatch or whatever and just say "IT'S JUST A SIMPLE RAINSTORM"...

Why would a city that never snows be prepared for it?

When I was in Portland from January-March in 2015, I don't think it snowed once, and it hardly rained. Something is up.

And OSR, it rained a lot when I was in California, and the California natives kept telling me that just because it was raining a lot didn't mean the drought was over.

That's cause 2015 was an unusually dry year , snow packs at mt.hood were 10 percent of average and during the summer of 2015 we had over 30 90 degree days when we just average 13

Why would a city that never snows be prepared for it?

We have only  huge snow storms (5 plus inches )in 2004 , 2008 ,2014,2017 in past 15 years . But we get small 1-2 inch snow events every year (except 2015) and snow gets cancelled cause of that one or two inch

Read first two paragraphs of this and you will see why you can call this response incompetent.

It's crazy how this entire weather system has stayed completely south of Seattle, and until today, it was just dry and cold here.

My sister lives in Indianapolis, and it's absolutely hilarious how incompetent they are when they get a lot of snow ... they don't even have a hill in the entire region!

Seriously, it's not hard.  Kids in the upper Midwest go to school in blizzards just fine, LOL.

I have fond memories of my school district not canceling when there were winter storm warnings and then holding the kids until 1pm so they could get their money from the state.  Then a normally hour long bus ride became much longer because the roads were a disaster...the bus sliding down the road more than driving.

I dont think you can get as incompetent as not understanding that it is easier to plow and clean up the snow from the roads when the snow is new and fresh then when it has become compacted and icy.

Yes.  In MN the plows are usually out during the storm passing over the main roads frequently with sand and salt.  Only in the worst cases are the plows pulled and a no travel advisory issued.  The strategy is to keep the main roads continuously clear while backroads are usually cleared within the day the snow stops.

Waiting is bad news because of compaction and rutting.

The thought is to allow emergency crews to get at least close.  They can improvise from there if the side roads are too bad.

I do.  I hated studying and working out, too. Tongue

December of 2008 was worse but since most of that was during winter break it didnt have the same effect on school and commerce.
