He endorsed Obama in 2008 and 2012. In 2012, he particularly cited Obama's position on immigration and climate change.

Moreover, Powell, earlier this year, expressed criticism of the negative campaigns by the GOP candidates, saying the race has "gone into the mud."

As Powell supported Obama twice, voiced support for immigration policies like DACA, and dislikes negative campaigning, it seems obvious that he will endorse Hillary soon.

He will endorse Clinton at some point, much like he did Obama.  He has close ties to the Clintons and his endorsement will be timed to hurt Trump.
