Clinton would've won in both 1992 and 1996 without Perot.  Exit polls in 1992 showed Perot taking an equal share of votes from both major party candidates, and in 1996 people were so happy with the way things were going that any incumbent president would have won easily and decisively.  That's why turnout was so low that year.

My guess based on the Perot vote breaking 60% Dole, 20% Clinton, 10% Other, 10% Not Vote

And in addition, if George H. W. Bush is reelected in 1992 in this scenario, he can't be eligible for a third term in 1996.

I think that Perot didn't change the outcome of the Electoral College much in 1996. Without Perot I could see Arizona, Nevada and Kentucky voting for Dole but otherwise I think the electoral map would basically look the same as what actually happened in 1996. So I'd say without Perot it would have been 359 electoral votes for Clinton and 179 for Dole, and I think in this scenario Clinton would win 53% or 54% of the popular vote.
