Anything "can be argued" (as you say). The question is .... is there evidence or proof of such accusations.
There have been many mass-shootings. Take Columbine High School or the Colorado movie theater massacre. Should we assume and "argue" that the parents here, are somehow at fault also (or maybe not, because they were white and non-Muslim).
In any case, during many of these mass shootings, there are many families that are completely remorseful of what their son has done. Some family members are so horrified by the destruction left behind by their own, that they even denounce their relationship with the killer (I think I recall an incidence where a brother of a mass killer was very angry, and basically said his own blood was scum).
