Probably wasn't the greatest promise to make, but Democrats didn't control the White House and and only controlled the Senate for half a session. You can't blame the party in the minority for not enacting the policies they campaigned on.

While politicians do not create jobs by taking the risks to create businesses, tax policy can affect the decision whether capitalists decide to take the plunge.  If taxes are too high, businesses look elsewhere.

New York's tax policy is so repugnant. Couple that with Mario Cuomo's son's policy not allowing fracking there, upstate NY is in a perpetual recession.
