This is horrible for democracy, but the usual suspects (Wulfric) miss the point. Puerto Rico is in dire economic straits, and sadly the US isn't doing enough to help them.

This is truly inexcusable that in order to save a measly few bucks, Puerto Rico would selfishly sacrifice some polling locations for a primary election to decide the candidates for an election they can't vote in anyway.

To all the conspiracy theorists out there, Puerto Rico did the same thing for their Republican primary.  As others have said, the territory is dead broke and bankrupt in everything-but-name-only (since Puerto Rico legally can't declare bankruptcy).
