Members of the Atlas forum, and especially Senators-to-be,

I am now preparing a draft of proposed rules for the Senate. The draft will be published after the upcoming midterms; I am starting so that too much time will not be wasted after the new Senate is constituted on mere procedure. This draft has no special authority, it is just going to be a proposal.
