Cleveland.  He was the last bastion of classical liberalism to hold the presidency, and the last to eschew America's role as an imperial power.  Even later so-called anti-imperialist Presidents merely wanted a kinder, gentler, and/or cheaper to run American Empire.  His major failing was that he picked the wrong time to prick the silver bubble Harrison had encouraged while in office.

Grant's a FF who was addicted to alcohol, unfortunately. His patriotism and sense of justice and quiet influence make him a much underrated president.

Grant, our most underrated president. He loses points for the scandals and economic mismanagement, but his actions on civil rights are extraordinarily commendable. His foreign policy was also excellent.

I'll go with Arthur, largely for civil service reform. Grant and Harrison also did some good things, but the Grant Administration's scandals and Harrison's mishandling of the economy give Arthur the edge
