To me it's hard to say as Bush's economic policies was better in his first term but his foreign policy was better in his 2nd term

Second-term.

The first-term saw him start the Afghanistan War, the Iraq War, and irresponsible tax cuts.

The second-term sort of wins by default.

I love the man, and support him wholeheartedly to this day but his first term was millions of lightyears better.

His second term without question.

Bush's first term was basically his presidency. All of the policies we remember associate with the man (Afghanistan, Iraq, Patriot Act, the tax cutting, etc, etc) were implemented in his first term in office.

Bush became an instant lame-duck after he was reelected, especially after Katrina. He just sort of waited to leave office.

Why did bush become a lame duck after he got reelected, I mean he had a bigger mandate in the 2004 election then the 2000 election and the GOP was stronger in congress from 2005-2007 then anytime in his first term.

And that particular session of Congress barely passed anything (that was good, at least) despite a "bigger mandate" (meaningless term)

But still congress was more GOP then in his first term so he should have been able to pass a lot of his agenda unless the Dems filibustered

The one where he didn't start a war that killed over a million people based on a lie. He was a TERRIBLE president regardless of term.

Both were HORRIBLE.

But if had to choose, I’ll go with the second. The financial crises was terrible, but in his first term W invaded Iraq with a lie and destabilized the region for decades.

The second term was objectively a disaster. Reasons: The 2006 and 2008 elections, the widely-criticized handling of Hurricane Katrina, the scandals (Attorneygate, Abramoff), the failed privatization of Social Security, the collapse of the economy, the resignation of Rumsfeld for his handling of the Iraq War, the failed Harriet Miers nomination, the failed push for immigration reform, the general failure to pass any legislation of consequence, and a 20% approval rating as he left office.

But I still prefer it to the first term, with the Iraq War and the huge tax cuts. I also give second-term Bush credit for not letting the economy collapse, though I'm sure TARP wasn't a perfect bill.
