It costs a lot of money, it's ugly, and it also impedes animal migrations. Studies have been shown that it actually has increased the number of undocumented immigrants here as well because they could no longer work here for a season and go back as it was too risky, so they just stayed.
If they want an enforceable border - Build out a "virtual fence", using many thousands of motion sensors, cameras, drones and then increase the number of border patrol agents to respond to incursions. Use evenly-spaced vehicle barriers to prevent people from speeding across the border before agents can arrive.
Other than that, a literal wall or fence even is a super expensive dumb idea, except maybe for populated areas.
