It depends on the context. If he says it at some rally, it will just be part of the 24-hour news cycle for a couple days, he'll drop maybe two points in the polls, and recover the next week. If he says it during a widely-watched debate and Hillary has a good one-liner comeback, it could probably do some serious damage to Trump's credibility with the nose-holding wing of the Republican establishment. Hillary might even win an endorsement from a some moderate woman Republicans - not that that would mean all that much in the end.
