I think he would be fairly populist on economic issues and social issues, without being strident, while being fairly tough abroad and hard on crime. It might look a lot like Clinton without the scandals.

He would have his own party on his back over many, many issues, and would accomplish very little.  The GOP would block his every initiative, and the Democrats would primary him in 2020.  He'd be a one-term President, one way or the other.  The dissatisfaction with Webb by Congressional Democrats would make the opposition to Carter by Democrats in 1980 look pale in comparison.
