What if Scott Walker doesn't run for President?

Scott Walker's one of the few potential Republican presidential candidates who hasn't officially announced a run. He'll apparently announce his intentions on the week of the 13th, although there is the counterargument that he's been running for at least the last six months.

But what happens if he decides not to run for whatever reason (jitters, scared of losing to Hillary Clinton, family emergency, blackmail, etc)? What's the effect on the Republican field?

Kasich instantly shoots up in the field. Huckabee picks up a lot of his socially conservative supporters, too, but probably not enough to become a serious contender.
