Yes, the people in that cover photo are clearly a randomly selected group of Mainers who just so happen to be "welfare leeches".

The article itself comes from qpolitical.com, which turns out to be the right-wing answer to Upworthy (if you couldn't already guess just from the headline).  And just like all other right-wing answers to anything, what it lacks in tact and subtlety, it makes up for in its utter inanity.

The irony, of course, is that Republicans are by far the biggest supporters of actual 'welfare leeches', i.e. the class of people that they regularly vote to give tax relief to, protect with subsidies, etc.
