Both mediocre Presidents but decent men, but I have to tip the vote to Truman. Even if he did what any other person sitting in the White House would've done in 1945, he's still ultimately the guy who put the end to WWII. Ike loses points for not standing up to Joseph McCarthy early on and nipping him in the bud.

The nuclear weapons killed a lot less people then the invasion of Japan would have had and ended the war much earlier.

I think Truman had a better personality for the job. He didn't really accept crap from his underlings. Some of his decisions I disagree with (the atomic bombs), some I agree with (the Korean War) but he never threw the blame, and was perfectly willing to throw away the bloodthirsty nutcases In the Pentago even to the cost of public support (Whenever I think badly of Truman's foreign policy, I remember that this was a time when Douglas MacArthur and Curtis LeMay were at the apex of their, err,  influence, and realise that he was a godsend). Eisenhower had his charms, but he did tend to let his administration run wild.

The other intriguing thing is domestically both Presidents achieved very little (aside from some roads). Truman's lethargy on that part makes President Obama at his worst look like Speedy Gonzolas,
