The powers used in budget making are in Article I Section 8 but no specific budget process is laid out save that appropriations for the Army are good for at most two years. Given the rationale for limiting the Army, I'd say that limit also applies to the Air Force, tho I don't think there's ever been any reason to test whether the Air Force is treated like the Army or the Navy constitutionally.
