I am putting this here, rather than the Constitutional Board, since the matter is of particular interest to those who participate on this Board. This analysis of the ins and outs of the Constitutional law arguments of the matter, while sometimes close to mind numbingly complicated, is by far the best that I have seen, so thus my putting this thread up. Enjoy!

The author is one of the originators of the National Popular Vote Scheme.  He once made the argument that the electoral college is sexist - because if the Constitution had provided for popular election of the President, then the states would have rushed to debauch the franchise.  But this presumes that the Constitution would not also have established who was eligible to vote for President.  Letting the States establish the electorate for the House of Representatives works, because each State elects its own representatives.
