Preston, because his ideology is pretty much exactly the same as the entire Democratic Party in the South.  Emsworth's libertarianism isn't really shared with any significant regional/demographic group of Democrats.

Emsworth is much less Democratic than Kramer, however, I don't think Kramer is near the mainstream Democratic mindset either.

I would much prefer it to be like Emsworth than Prude Kramer, though it is probably more like the latter.  Still, it isn't much like him, and certainly the liberal core shares a preferrence for individual freedom with Emsworth.  Though he is very determined to undermine any constitutional rights to individual freedoms, other than the pointless gun one.

Preston. He is pretty mainstream compared to other conservative Democrats (Pryor, Lincoln, Ben Nelson).

Preston is a mainstream Democrat. In the South. The Democratic Party is far too diverse and far too factionalised to have a clear national mainstream.
If he was a senior national Democrat he certainly wouldn't be "mainstream" but that's not the same thing at all.

In Washington, Emsmorth wouldn't be too unusual for a Democrat.
