In the Wiki article you link  to she is quoted saying it is pronouned 'Seer-sha'.

Based on your description of Siobhan, I would say she was taking the Irish consonant sounds and using Midwestern vowels.

On the subject of Irish names Ive always been partial to Róisín. Could be that I was friends with a girl years back from the North who was an absolute knockout.
