A Republican hasn't got 15% of the black vote since at least 1972 why would Rand? I think his ceiling his probably 9% other Republicans (Jeb, Christie) 13%.

Because he does stuff like this that no other Republican ever bothers doing. Don't you think they would do a little better if they actually payed attention, rather than gloss over them and get the same 5-10% they always get?
