As of now the government of our great nation consists of myself and thirty or so other people, and for security reasons we cannot be having drastic regime change until our independence is secured. However, once that happens we shall adopt a constitution by taking the current Northeastern Constitution and changing all the references and hold regular elections. If His Holiness Pope Kalwejt so desires, there may be elections to the papacy after his death or resignation.

P.S.: I'm not much a fan of that motto. Perhaps "The People Forever" or some other suitably democratic phrase?
