I think it will definitely be complete Republican control by 2020, likely Republican control in 2018, the legislature will lean our direction in 2016, and this year is a definite process.

Tough to say.  This year, the house will likely flip R and the senate should be a D hold due to the shear margin they have.  The wildcard is if Clinton runs in 2016.  I don't see Dems losing a chamber in WV while Clinton is doing 10%+ better than Obama in WV.  So I would say probably 2018 in the midterm.  It will almost definitely happen by 2022 because R's in the lower house can force a fair map on the Senate, which would easily flip without a gerrymander in a state like WV.

Also, WV has simple-majority veto override, so R's can pass right-to-work as soon as they take the state senate, even if Manchin is governor from 2016-24.
