Contrary to myth, Bush never actually claimed that Saddam and al-Qaeda were working together. He said was there was evidence that individual al-Qaeda members were being given sanctuary and training. This was supported by intelligence before the war, and a 2004 Senate investigation concluded it was reasonable.
