It is now the clear and unambiguous view of the Lincoln Council and of the people that the Philadelphia Plan has failed. It's bureaucratic overcomplexity and contradictory eccentricities have led to a crisis of irresponsibility and confusion. This is why after weeks of deliberation, the Council has passed a new, superior constitution that returns to the basics of good government. A three branches system, with the enshrinement of the inalienable rights of the individual. In order for Lincoln to progress, it must return to the basics to pass legislation and govern fairly. Now it's up to you, the people. Here is where we will make that case for a YES vote on the new constitution. It is the only way to move Lincoln forward.
