that have a sort of cynical outlook. It's the story of the doctor who infects his patients so they keep coming back and he can make more money. Basically what I'm saying is - are some dems purposefully encouraging people to do things so that they can lock in more constituencies?

The whole Democratic Party is a 'cynical contingent', given that its leadership most likely understands that the policies it offers will never actually solve any of the problems it takes on. To do so would be to undermine their electoral support, which is exactly why they don't act on said issues. (And, of course, because it would make it a lot harder for their funders to operate)
