By minimum restrictions on the first option, I mean restrictions on what schools the vouchers can be used at, and not restrictions on the schools themselves. Religious schools would not be banned (and no, neither would schools with uniforms).

I vote option one, of course.

From these choices, the voucher system.
But if it's either the current system or the voucher system, the current is way better.
