Why did we need Pakistan's permission? He wasn't a citizen of Pakistan.
I think I know where you're going with this. But, that isn't the right analogy even if it made sense.
Imagine if the US helped an international anti-Italy terrorist group to take over Canada, allowed the group to operate in the US, gave them material support and cooperated with them as they launched terrorist attacks on Italy and refused to put their operations in America to an end. Italy could then respond with something like the Bin Laden raid.
