This bill came up a couple sessions ago before I was in the assembly.  At the time, it failed because of a minor issue (having enough time for candidates to declare), and then nobody proposed something new to fix that problem after it failed.

I tried to do that with this bill by making sure that we have a 7 day gap between the vacancy and the election.

The question pretty much comes down to whether we want to give the Governor the power to decide who's in the assembly, or do we want the people to be able to choose?

I support giving the power to the people, which is why I proposed this amendment.  Smiley

My main concern is that we'd be having Assemblymen serve for a mere 2-3 weeks. Perhaps if we had special elections for any vacancies with a month+ in the term?

Either way it seems reasonable.

I introduce the following amendment:

2 weeks seems a bit long, other than that I support this amendment

I see no need for a change from the status quo of having the Governor fill the seats.

I withdraw my amendment, I support this amendment in its current form.

@ Speaker Inks: The People should be allowed to chose their representatives.

Amendment:

b) In order to be a candidate on the ballot, a candidate must declare their candidacy on the Candidate Declaration Thread at least 24 hours prior to the commencement of the election. The candidate must be a member of the Cultural Marxist Party of Atlasia. Only one candidate is permitted per special election.

I would prefer that clause b) be eliminated so that we have consistency in the deadline.  This would mean that the 48-hour provision of Art. IV, §1, cl. 7 would apply.

While I can only speak for myself, I'd be fine with that, I just want to ensure that The People get to decide their representatives.

I rewrote clause A a little bit, but I think it is much better now.

We will now vote on Sibboleth's amendment.  Members will vote AYE, NAY, or ABSTAIN.  This will be a 24-hour vote.

Voting is now closed.  The AYEs are 1, and the NAYs are 4.  The NAYs have it, and the amendment is not agreed to.

I have one slight amendment, to fix an error in 6.a and clarify 6.b:

Considering there's been no substantive change, and there was no debate to Siren's latest version, we'll now take this to a final vote.  Members will vote AYE, NAY, or ABSTAIN.  This will be a 48-hour vote.
