Under the current system, only the two earliest proposed pieces of legislation come to the floor automatically, even if there are matters of much graver urgency or importance to discuss. While 2(c) allows us a procedure to solve this issue, it takes 24 hours and often wastes time which could be used more fruitfully. The bill I have proposed would allow the Speaker to use his discretion in bringing the most important bills to the floor.

I trust that in most instances, the Speaker would use good judgement, as he or she is elected by a majority of the Assembly each session, and if he or she does not, we still have section 2(c) to make sure that this power would not be abused.

I welcome all suggestions and comments.

As a frequent Speaker in these parts, I strongly recommend the Assembly support Talleyrand's bill. Clearly the Northeast Assembly needs more flexibility, in light of, an excessive legislative docket.

I'm not sure I want to give the speaker discretionary power to decide what bill goes to the slot.

We already have a procedure if something is urgent/important. The entire assembly has a say in the decision. We won't waste time using the procedure if the vote for prioritizing the urgent bill is taken before the slot is free (like starting the vote at least at the same time as the final vote on a bill).

The old procedure took 24 hours to get anything of importance done, so this is good (though the person who I suspect prompted this has since relieved us of our problems). Bump and reminder that voting begins tomorrow at 6 AM.

Voting will now begin and will last for 24 hours or until all Representatives have voted. Representatives will vote Aye, Nay, or Abstain on the bill.

What's the procedure for amendments to the SOAP? Do they bypass the Warden?
