In any time between the mid 1930s and say early 1960s, could J. Edgar Hoover have won the Presidency if he had run?

His best shot would be probably mid-to-late 1930s, when he was celebrated as a effective mobbuster.

The question is, under which party would he run. It's not easy to answer, Hoover was a reactionary, but not partisan. I could see him both as Democrat or Republican, depending on the climate.

This.  It's like tons of dictators around the world.  They have a multidecade stranglehold on their fiefdom and watch U.S. Presidents come and go.  Anyone with real power can just sit back and watch a succession of presidents scrambling for 4-8 years just to keep his head above water.

You wonder about '64 if Kennedy did not go to Dallas.

So Kennedy did not go to Dallas which resulted in Hoover as the GOP nominee...
