HB589, a voter ID bill, is one of the most vile and partisan pieces of legislation I've seen come out of the NC General Assembly. In addition to requiring IDs to vote, it also:

•No more pre-registration for 16 & 17 year olds
•Eliminates same day voter registration
•Voter can be challenged by any registered voter of the county rather than precinct
•Slices a week off Early Voting
•Eliminates straight party ticket voting
•Increase maximum campaign contribution to $5000 instead of $4000
•Weakens disclosure requirements for Independent Expenditure committees
•Expands the scope of who may examine registration records and challenge voters
•Repeals out-of-precinct provisional voting
•Repeals mandate for high-school registration drives
•Eliminates flexibility in opening EV sites at different hours within a county
•Makes it more difficult to add satellite polling sites for elderly or voters with disabilities
•Limits who can assist a voter adjudicated to be incompetent by court
•Repeals 3 public financing programs
•Repeals disclosure requirements under Candidate Specific Communications
•No more paid voter registration drives

This whole voter surppression effort is one of the main reasons why I'm not a Republican, despite being fiscally centrist/socially conservative.

some good things, most of these I don't care much one way or another or don't know what they are, but there are a few things that are bad enough I'd vote against.

    Seems an awfully long period of pre-registration to me.  Limiting it to 17 year-olds as is the case here in South Carolina would seem reasonable.

    Perfectly reasonable.
•Voter can be challenged by any registered voter of the county rather than precinct
    With Photo ID and no same-day registration, there should be no need of any voter challenges at the polling place.
•Slices a week off Early Voting
    Depends on how much you already had.
•Eliminates straight party ticket voting
    A good idea.  We elect people not parties in this country.
•Increase maximum campaign contribution to $5000 instead of $4000
    Meh. Looks like they're merely adjusting for inflation.  When was the $4000 limit set?
•Weakens disclosure requirements for Independent Expenditure committees
    A bad idea.  I'm in favor of allow fairly free spending, but with stringent disclosure of the sources.
•Expands the scope of who may examine registration records and challenge voters
    Too vague for me to judge if this be good, bad, or meh.
•Repeals out-of-precinct provisional voting
    With the occasional exceptions of when a precinct has split or a polling place moved, I fail to see where a competent voter would need to vote provisionally.
•Repeals mandate for high-school registration drives
    As long as schools can still choose to do them if they wish, not a problem.
•Eliminates flexibility in opening EV sites at different hours within a county
    A good idea.  The rules for voting need to be consistent and predictable.
•Makes it more difficult to add satellite polling sites for elderly or voters with disabilities
    Meh.
•Limits who can assist a voter adjudicated to be incompetent by court
    Do we really want incompetent voters in the first place? Or does this mean things like being visually-impaired and the like,  In any case, whether this be good, bad, or meh depends on what the limits are now and what they are being changed to.
•Repeals 3 public financing programs
    If this is to candidate campaigns, then good. If this is for things like generic voter outreach and awareness, then bad.
•Repeals disclosure requirements under Candidate Specific Communications
   Bad.
•No more paid voter registration drives
    Meh.

I'd vote for it. It's a lot better than the one proposed on here last night. This bill includes the items I agreed with. I'm against paying people to drive voters to polls and same day registration. I still want fingerprinting at polls.

As I'm not a Republican, I didn't vote in the poll. I'm vehemently opposed to this bill. It's all the more reason to put North Carolina back under preclearance through Section 3.

I've heard the right-wing arguments against some of those, but I'd like to hear the arguments for why these are necessary other than limiting what are basically predominantly Democratic voters from voting (especially the bolded):

What a terrible bill. This is like Republicans' 2013 response to Colorado's 2013 voting expansion bill.

These are the people Oregon state senator Betsy Johnson sided with when she killed the automatic voter registration bill here. And against the backdrop of all this, Democrats are sitting on their ass as usual in safe D states.

There should be more urgency...

Agree with the above statement about some things being awful. However, I'm not against what I oppose enough that I'd vote against the bill. Something has to be done to stop people from voting multiple times every election. It's how Obama won.

The absolute worst thing I've read about it is that it now bans municipalities from extending voting hours an hour in cases like long lines. Of course that probably won't hold up in court. Neither will lots of the other provisions. Utterly horrid bill in general of course.
