I don't understand why the Delaware GOP isn't more competitive in non-federal races. Is it the fault of the national GOP's reputation?

No, it's the fault of the DE-GOP primary electorate:

New York... both parites are horrible... it's a wonder anyone even makes it onto the ballot with our arcane election laws.

Sepcial mention goes to NYC democrats who somehow couldn't beat Guliani or Bloomberg.
The weren't gonna beat Guliani no matter what anyway after he beat Dinkins in '93. Guliani was very popular in the 90's. Bloomberg may have not be as popular Guliani  was in the 90's but the first 2 terms he was popular.

The New York Republican Party hasn't had a clue since Pataki left the Governor's Mansion in '06. I think the D' Amato loss to Schumer in 1998 maybe had something to do with the downfall along with the Lazio loss to Hillary in 2000 they really haven't been the same since those 2 US Senate Races. They managed to keep US House Seats in Upstate NY until the 06' Dem Wave. They gained some of those seats back in 2010 but the NY-23 Special Election was a disaster. Than losing the Hudson Valley seat in 2012 stung as Hayworth was too conservative for the district.

I'll join the vast majority in choosing the FL Democratic Party as one of the worst. They've had almost no success in nearly 20 years. Legislatively, there's no excuse for them to be down about 2-1 in the best of times. Even Texas Democrats came close to winning a chamber. They were only down 76-74 after 2008. In Ohio, Democrats may not look so good right now, but they were really screwed by 2010 and the aftermath of redistricting. They had all but one statewide office and had one house in the Legislature. Michigan and Pennsylvania have a very similar history.

For Republicans, West Virginia is an obvious one. They've had no success in the state, which is pathetic considering its current nature. I'd also say Minnesota and Montana are candidates as well when you consider the lean of those states. I think Colorado might be another that has a fairly weak Republican Party.

Next year it'll be 20 years since the Minnesota GOP got over 50% in a statewide election. That has to be a record amongst all states for either party failing to get over 50%. (Yes, even with Utah and Idaho, a Democrat got 56% for State Controller in Idaho in 1998 and 52% for Attorney General in Utah in 1996.)

Kind of misleading given that, in part due to the Independence Party, Minnesota Dems haven't reached 50% that often either.

What has the Indiana Democratic Party done of late? Its almost the same results as the New York Republican Party in recent memory. They haven't won a Governor's Race in 12 years. The Republicans have both chambers of the state legislature. The US House Seats they have are in the most urban areas of the state and that's only 2 US House Seats. They only have a US Senate Seat because of a bad gaffe that Murdock made. I'll give them that Obama took the state in 2008 and Gregg won 45% of the vote against Pence in the 2012 Governor's Race but he didn't win.

They also unseated a high-profile incumbent State Superintendent of Public Instruction (a statewide office), re-elected Donnelly in 2010, and nearly held Donnelly's gerrymandered open-seat in 2012.  Additionally, they controlled a majority of the state's congressional delegation from January 2007 to January 2011.  And as you mentioned, they elected Donnelly to the Senate and came 3% away from electing Gregg Governor.

That's true the 2nd CD was a compact district and not gerrymandered at all(from what I can tell anyway) from 1982-2012. The 2013 2nd CD looks gerrymandered in an odd way. The Eastern Tip of it goes more South than it should if you will.

They did hold the governor's mansion from 1989-2005, and routinely send Democrats to the Senate (their longest stretch without sending a Democrat to the Senate looks like the time between Birch Bayh being defeated and Evan Bayh winning his father's old seat). Considering that this is Indiana, their state Democratic party has been fairly successful.
