There is no constitutional requirement that the Speaker have to be a member of the body and, historically, the Speaker resigns his voting power except in the event of a tie yet there would never be a tie scenario if a non-member were Speaker since it would make the body an odd number.

Speaker is a very important and underrated job: 3rd in line to the Presidency--the effective prime minister of the United States.  It could be argued that voters deserve to "elect" the office as a prime minister is elected..

What if, even right in 2014, Bill Clinton were to launch a campaign to be elected Speaker of the House?  It would attempt to be run just like a Presidential campaign.  He would visit every swing district, challenge Boehner (or whoever the GOP puts up in such a scenario) to debates, and launch full national GOTV drive.  Make a vote for the Democratic candidate a vote for Clinton and a vote for the Republican candidate a vote for Boehner in every race. 

It would generate huge turnout and intrigue compared to your average midterm.

It would be a bad idea. Majority of members are from GOP and it would only fuel speculation about wife 2016 run. Better for Dems to get a unified govt on own right in 2016.

Schweitzer would be a better option. Democrats have many ways of keeping Senate. Schweitzer can deliver a platform that can be interesting to get some Blue Dog áreas back.
