I believe it narrowly passed both Houses in February 1992.  It was essentially identical to what passed and Clinton signed in summer 1993, but included a middle class tax cut sweetener(increasing the dependent deduction for families making under $70,000) to try and get Republicans to vote for it and Bush to sign it.  The Clinton plan didnt have this(although he did promoise a middle class tax cut). 

I believe it passed the House (which was 269-166 Democratic) by something like 218-210 and the Senate by 51-47, with only one Republican voting for it in either House(Olympia Snowe) and Bush promptly vetoed it and then Democrats actually tried to override and got the same result.

My question is, why did Clinton think it would be any easier to get it through an even less Democratic Congress a year later without the middle class provision when it passed a year before by such a narrow margin?

As president, Clinton could do a little arm twisting. It did pass, after all. And Clinton did indeed give parents their tax code welfare, though it was a few years later and in form of a credit rather than a deduction.
