They way it's worded in the initial posting, no.  Perhaps seeing the actual legislation, yes.  I'm not against it in principle.

Only if the gun owner was "criminally" negligent as the guns' bailee. That means to me grossly negligent or reckless, not mere ordinary negligence. We all are ordinarily negligent from time to time. There, but for the grace of God go I, as it were.

And anything approaching absolute liability is the kissing cousin of the functional equivalent of a gun ban, and that dog won't hunt. At a minimum there would need to be a safe harbor listing of what a gun owner can do, so as a matter of law he or she cannot be found negligent.

No -- not unless they consciously provided it to the criminal knowing what was about to happen, in which case current law is more than sufficient.

So Nancy Lanza is not guilty, in some way, for having all those guns available for the taking?

No, Nancy Lanza is not guilty. This is akin (pun not intended) to saying women raped at night shouldn't've dressed as provocatively.

Why the hell were they out at night alone? They shouldn't have done that.

Perhaps in theory, but it's a bit misguided and is likely to have just as many holes and issues with interpretation as those stupid "stand your ground" laws, also designed to reassign blame...something we're all too fond of and focused on.
