The ND/SD part is the one real deal-breaker. Potentially the other states could be in play with the ticket - but I don't see how states like VA and PA end up in Republican hands in the same scenario.

I'm also willing to bet there was a rare late October-early November Hurricane in South Florida, preventing them to vote as well.

The Eastern part of the map is possible with weird tickets, but the West is just impossible. The part I chose to focus on was just NE-1 going D, when that's the most solidly Republican district in the state. I believe I've come up with a way that could work -- but there's just too much weird stuff in the West.

Bereuter was a moderate Republican and apparently endorsed the Democratic candidate to succeed him rather than Fortenberry -- I think, after the TP business, he'd fit in better with the Democrats than the GOP nowadays.
