How could this map happen in 2016?

The part I chose to focus on was just NE-1 going D, when that's the most solidly Republican district in the state. I believe I've come up with a way that could work -- but there's just too much weird stuff in the West.

And Bereuter isn't a Democrat, btw.

Bereuter was a moderate Republican and apparently endorsed the Democratic candidate to succeed him rather than Fortenberry -- I think, after the TP business, he'd fit in better with the Democrats than the GOP nowadays.
