The bill is your own, so it didn't need to be voted on.  I just incorporated it into the bill.
So, just to clarify for future, it only gets incorporated if no one disagrees?

I mean, there's no clear precedent.  Technically, I don't know if you can introduce amendments, since you're not an Assemblyman, but you introduced the bill, so you can just withdraw it, and reintroduce and amended version (as any Assemblyman could), so if an author requests an amendment, I typically just put it in.  The only time I put an author-requested amendment to a vote is if I think it may be contested, because in that situation, it's likely that someone would offer an amendment to change the amended version, so instead of needing 2 votes, it simplifies it to 1.

I think a lot of discretion is let up to policeman - This isn't a way to boost revenue, just a way to promote better driving habits, so I think a warning system would be better. Even $250 is more than you get for other crimes, such as speeding.

Because it involves people having to pay a $250 fine if they are determined to have honked their car horn excessively.  That leaves a lot up to the officer's discretion.

I don't think this should even be a traffic violation to begin with, but I'm trying to find some sort of compromise on here. If people would feel more comfortable just outright repealing the bill, I'd be fine with that.
