How so? He didn't - not even arguably - threaten the President; it's perfectly legal to slander him (elseways Arpaio would be in Secret Service hands already.)

EDIT: Won, by a mile versus the incumbent, a gerrymandered monster that must have voted for Al Gore off the party it was created for in 2010.
