With 64% not having an opinion of Carmona and 33% not having an opinion of Flake, I can buy there being 25% unsure if people weren't pressed to make an answer.  But I'd also expect said undecideds to split in Flake's favor.

To be fair, high undecideds seems to be a fairly common trend in the polls we're seeing this election season, but this one is probably junk.
