Basing this on states with active secessionist movements, I've opted for the preferential system of balloting so everyone has fifteen votes each:
5 for the state they identify as most likely to secede 4 for second most 3 third most 2 ... 1 duh
Alternatively,
5/5 for 1st place tie 3 for your second choice 2 for your third choice 1 for last place choice
or
4/4/4 for a three way tie 2 1
or 3 votes for each state if you think they're all just as likely to secede
OK I ave reached the bottom of the bar so the typebar's on the fritz. You must use all fifteen of your votes or this doesn't really work. If you don't understand or like this hip new way of voting, don't worry, more than half the British electorate felt the same last year.
