His approval ratings actually recovered after he lost...rising to 56% when he left office. So those strongly approving probably weren't that uncommon.

I think his approval ratings rebounded after he lost the election. So, I'm sure he had plenty of good will from people who were appreciative of his service to the country. He certainly wasn't a bad guy so not hard to wish him well while he's on his way out.

Didn't he leave office very well liked?  Barbara Bush was still popular too when they left.

The 1992 election is so weird lol.  In a way the Bill Clinton campaign was very sleazy - it blamed Bush for raising taxes, then when it got into office it raised taxes too.
