the bay area has always been one of the more liberal metro areas in the country (or at least most non-conservative). Its difficult to draw a district a republican could win in the bay area. The republicans who have won (such as Tom Campbell or Paul McCloskey) have all been considered moderates.

I was looking at an old ACU ratings and there was this guy named Bill Baker who represented a bay area district and he had an ACU rating of 99 which meant he was very conservative. Anyone know how this dude got elected?
