But the state that experienced an economic downturn earlier, deeper and longer than most of the rest of the country has made an unlikely discovery as its officials closed out its latest financial books: Michigan has a $457 million surplus.

Good for Michigan.  I think American manufacturers are seeing some light at the end of the tunnel.  Still, it should go into a rainy day fund with a portion reserved for the most needed infrastructure projects.

MN also has a surplus... Larger than Michigans... Despite being half the population.  But the state economy is doing relatively well... And manufacturing jobs have been a leading sector in job growth for 2011.

Fair enough. I would think that the liberals would favor Mr. Synder's approach given that its led to increased funding for roadways, infrastructure, and such that the left likes to talk about.

In New Jersey of course the chosen mechanism was a doubling of tolls by Corzine, as general revenues were allocated to teacher pensions. Decide for yourself if that is a 'tax' on the old and poor

The ironic thing is that the surplus would have been much larger if Snyder didn't wipe out $1.7 billion in business tax revenue last year.
