All I could find from a very very brief Googling was
http://usgovinfo.about.com/blnewlaws99.htm which says the 1st session of the 106th Congress passed 104 bills which were signed by President Clinton. I don't recall Clinton vetoing a lot of bills, so based on this single datapoint we get 208 new laws for every Congress.
However that number seemed low to me so I went to
http://thomas.loc.gov/bss/d108/d108laws.htmlIt's looking more like 458 public laws were made in the 108th Congress.
At this point, I'm thinking my first answer was correct -- Too many.
