I mean Larry Combest's district was one of the most republican districts in the country. At the time it ran all across the Texas/NM border. It gave Bush 60% in 1992 (in a three way race), Dole 67% in 1996 (again with a major third party) and Bush 79-80% in 2000. Considering it borders New Mexico, a state that gave Obama 57% and has two dem senators, shouldn't it be more dem?

You mean just below the Panhandle? Those tiny, useless counties tend to be Republican.

Why does Staten Island vote Republican when it borders Brooklyn and New Jersey?

The parts of New Mexico that border Texas are also intensely Republican.

Because it's extremely rural and white, with lots of oilmen and cattle ranchers.

May want to check the demographics in New Mexico. As stated earlier, the parts of New Mexico that border TX are.

New Mexico is majority white if you take into consideration that a lot of the Hispanics in the state are descendents of Spaniards and immigrants from the northern states of Mexico which have a high concentration of Europeans. The state also produces a lot of oil, and has natural gas extraction, but agriculture probably isn't highly concentrated because a lot of the state is mountainous in comparison to Texas.
