No, he's done if he doesn't win next year.

Incidentally, when was the last time someone lost the nomination two cycles in a row, then ran a 3rd time just four years later?  (Not counting cranks like Lyndon LaRouche.)

Pat Buchanan: nope.

Gosh, even Alan Keyes doesn't qualify (1996, 2000, 2008).
(oh, and yes, he is a crank and he isn't exactly the example Mitt would want to emulate Tongue Grin).

I don't know why, I was convinced Jesse Jackson was again candidate in 1992. Maybe he only "explored".

Tom Dewey...

Again, Dewey is a prehistory.

Simply, you can't be a frontrunner, who failed twice to win even a nomination, and be a freaking serious candidate again. Even before it was hard, now, it's impossible.

If Romney is not the nominee in 2012, no, he will not run in 2016.

He will become the new head of the IMF.

Not to burst your bubble, but the head of the IMF is always chosen to be a European.

This office may have been held by Europeans, but there is absolutely no requirement that it always be so.  Potential candidates from around the world had been talked about to succeed Strauss-Khan as head of the IMF.  So if a non European had the support, that individual could in fact become head of the IMF.

And Romney would be the ideal one to become the first non European head of the IMF.

Romney was pro-choice and became pro-life. Who said Romney can't be an American who became an European?
